 ]      IT HAS BEEN OBSERVED THAT POWERING ON OR OFF A FLIGHT CON-     ]
 ] TROLLER SOMETIMES CAUSES A POWER TRANSIENT WHICH PASSES THROUGH     ]
 ] THE RHC TRANSDUCERS PRODUCING TRANSIENT OUTPUTS THAT APPEAR TO      ]
 ] THE FLIGHT CONTROL SYSTEM AS BRIEF RHC DEFLECTIONS AND RESULT IN    ]
 ] A DOWNMODE.  IN THE ORBIT DAP, THESE TRANSIENT VOLTAGES FALL WELL   ]
 ] WITHIN THE CONTROLLER'S DETENT LIMITS AS DEFINED IN SOFTWARE.  THE  ]
 ] TRANS DAP IS STILL SUSCEPTIBLE TO THIS SPURIOUS DOWNMODE.           ]
